If you are a Scholar, then you can make one for yourself. If you aren't, then you either have to get a Scholar to make it for you, or buy one from the Auction House. If you need to get the mats and can't afford to buy them, then the goblins (Hurlers) in The Greenfields drop the Early 3rd Age Relic and Scrapped Text components, and Bog Toads in the Rushock Bog drop the Dirty Toad Eye although it is a rare drop.
