Also of note is the three locations each correspond to a particular trade skill.
The two in Redhorn Lodes are for mining (Iron/Gold), the two the passage west of 21st hall (on the way to crossroads) are for scholars, the two south of 21st hall are for forresters (Mallorn/Ilex). Great places to farm for your trade skills and the tokens can be turned in for more trade products as well.

Guessing this is an outdated list of runes. Well worth it to save for the run you can get for 18.
1 rune = Weathered Heritage Rune of Learning (3300 IXP)
3 runes = Weathered Heritage Rune of Legend (10000 IXP)
12 runes = Decorated Heritage Rune of Legend (67000 IXP)
18 runes = Cryptic Heritage Rune of Legend (127300 IXP)
May be missing one more run in the middle too, but the four I have listed are current rewards.
