This is the name, as it appears in tracking, for the Void Storms that appeared with the release of Game Update #46.

Although they can be tracked, they cannot be targeted.

If you get too close to the moving whirlwind at it's base, you will be knocked back and receive a few points of focus damage.

And your hair will stand on end for a week, and the guards back in the city will snicker when you walk by.
