can a lvl 50 il56 Supra (i.e non lumirais or mastercraft book having) crafter get max rank in and do all the moogle quests or would I have to be closer to 60?

Yeah, the quests seem all designed for a level 50 to be able to handle. It's not like the Ixal quests where they quickly become either unable to get more than a single-digit HQ rate, or outright uncompletable, if you keep trying to do the quests at the levels they "recommend"
