can dragoon wear that ? or just only white mage i suppose ?

As cat said, the "All Classes" version is the Taffeta set. And the one with the metal pieces is called the Light Steel set.

The Taffeta Loincloth and the Taffeta Shawl are both 2-star Weaver synths. While wearable (and glamourable) by all classes/jobs at level 1. It will take a Weaver of atleast level 50 to make with pretty decent gear.

The Light Steel Subligar and Light Steel Galerus are both 2-star Armorer synths. Also wearable at level 1 by everyone.

If you want to obtain a free version from the Light Steel Subligar, there's a drop from the first boss chest in Dzemael Darkhold, which drops a Colliseum Subligar which is level 44 and wearable only by Disciples of War classes. Your dragoon could potentially wear and glamour this one. This particular drop is however undyeable, and the crafted version can be made into any colour.

If you're looking to craft it, it takes a bit of effort for the materials. But a crafter shouldnt be too hard to find. If you're looking to buy it, depending on your server, you're probably still looking for 200k per piece.
