As a disclaimer, please note that I am a Dragoon for a static group, and while I do have other classes I can shift to, my group typically hinges on me being the primary melee DPS, regardless of my class choice. So my spot as a Dragoon is secure. Take what I say with this in mind.
On the matter of your question: Short answer? Yes. Long answer, while it needed a buff, it wasn't consequential to begin with unless you were pushing for world firsts.
At peaks for each class, you were looking at about at total of 40 DPS difference on top DPS - Your average player is not going to notice that. The biggest concern was the abysmally low magical resistance, which was a major factor in Third Coil, where magic Damage quickly scaled and made a major difference in Dragoon's suitability verses other classes.
That said, most people are still attempting to clear Second Coil and when classes are over-geared for content, the differences at peak performances are negligible.
Now, execution problems, and defensive issues of the class are non-existent. The lingering issue left is the lack of utility for the class as Ninja and Monk offer superior each.
All this said, my recommendation to you is to play what appeals to you most. Performance matters in MMOs are most often fluid, and 'changing mains' based off of how good or bad a class is alone will most often force you to change again next time your class ends up not being in favor of the following patch for whatever reason.
Thanks to this patch, we have arguments that Dragoon has been made too effective for the effort, so you should be ok if you still want to play it.
