'We have enough food now to last a good while, but the people under my care will not be satisfied until they have reclaimed their lands from the Wargs and goblins that have invaded Annundir.
'We must be cautious. There is a camp of goblins on the slopes of the southern hills. Returning the refugees to their homes must start with the destruction of those goblins, but first I need to know their numbers.
'Travel east into Annundir and get as close to the goblin camp as you can without being seen. I do not want the goblins following you back to Amon Raith, so use stealth.'
Background
Amarion is worried about the goblin presence in southern Annundir and fears what will happen if the creatures learn of the refugees at Amon Raith.

Objective 1
Scout goblin camp Avoid Crazed Stoneholds Avoid Stonehold Spear-hurlers The goblins have established a camp on the southern hills of Annundir, east of Amon Raith.
Amarion has asked you to scout the goblin camp and assess the threat it poses to those under his care. He has warned you to take care. If a goblin sees you, it might track you back to Amon Raith.
Keep to the road past Minas Vrun, then head down hill East, camp is easy to approach and get out again.
The Ranger Amarion is at Amon Raith, west of Annundir.
Amarion is waiting for your assessment of the camp the goblins have made on the southern hills of Annundir.
Notes
If you enter the line of sight of any goblin - whether they are near the camp or no - the quest will fail; and this includes after you have successfully scouted the threat. In addition, to successfully scout the camp, simply climb the southern rock-hill and press your character against the fence.
Travel east out of Amon Raith following the road until you come to a ruined stone square (a flat stone square on the road that you can walk on) with 3 upright pillars (there are 2 ore deposits nearby one silver the other barrow iron) walk on to the square and look south towards the river. You should now be able to see two stone formations that look like nipples (a big one on the left and a smaller one on the right) walk south between them until you get to co-ords 12.4s 50.3w.
Now look east and you should be able to see a totem pole poking up just over the brow of the hill, walk towards it. Directly north of the pole is another stone formation with its bottom flared up under which is a single small green bush. Walk in to the bush and the quest should update! Now head back to Amon Raith turn in the quest get the follow up and get some payback!
*Note this quest is much easier if you take a friend (not grouped) and get him to clear any potential "spotter" goblins out of your way.
My location when I got updated was 11.6S, 49.8W Go directly there then straight back to Amarion without being seen, because you can fail the mission if seen on the way back too.
For anyone else having issues with the instructions given below...
I went to 12.4S, 49.9W exactly, I was on the grass, under the rocks from the camp above and well above the rocks for the camp below. I got no update, so I started killing wolves so I could move around a bit... Then at last I went to the east end of the rocks below the camp above me, and I jumped on the lowest rock from the east end, when I did that I got the update.
I had this quest in my quest log and failed it when I killed a goblin in another camp, nothing to do with this one. lol it seems once you take this quest on you have to complete it before ever letting another goblin lay eyes on you!
I followed along the river south of the camps until I got to 12.8S, 50.2W. At this point I went up the hill to the NE. You will be above the camp by the river and below the stones that mark the camp above. At the loc mentioned by Abi above I got the update.
This quest has goofy rules for being "spotted". I got "spotted" as a stealthed burglar with the only mob in the area 100 feet away with his back to me. He "spotted" me enough to fail the quest, but not enough to know I was 2 feet behind him for a back-stab.
The quest is basically just saying "enter the camp at certain precise coordinates or fail". Silly.
At the southest corner of the far eastern camp, there are some rocks you can climb. Once up a level, if you inch towards the camp, you will get the "complete" for the quest. Don't forget that on your way back to the contact, you must still avoid the goblins ;)
