Objective 1: Go inside the Prancing Pony and Barliman Butterbur will be just inside.
Objective 2: From the Prancing Pony go SouthWest to the Scholar's stairs located at 29.6 52.2w and go up 3 flights of stairs. As soon as you go up the stairs that say "Scholar's Stair" go up one more flight and straight South, you will see a cat and a bench. The vase is sitting on the bench at 30.2s, 52.1w.
Note: according to the quest instructions it says to go up the stairs and across the bridge. I only saw the High Bridge but that is when you have gone too far South. I also sent in a bug in-game for the quest's mis-spellings and incorrect instructions.
Objective 3: Return to Avery Crabapple

Barliman Butterbur is at The Prancing Pony Inn in Bree.
Still worried about making a first impression, Avery Crabapple has asked you to deliver the bouquet to the woman's door. He had discreetly asked a few people where she lived to no avail, but he would rather you ask Barliman Butterbur, the proprietor of the The Prancing Pony in Bree for the adress.
Objective 2
Place the bouquet in the vase
The lady's house is the first of second door up the Scholar's Stair and over the first bridge.
Barliman Butterbur told you to place the bouquet in the vase next to the door the lady's house.
Objective 3
Talk to Avery Crabapple
Return to Avery Crabapple.

This quest is also active during the Harvest Festival.
