I can't find who sells the hand-bound journals. The novice scholar at the craft hall in Bree does not.

the book is also an ingredient in "the book of the Dunedain" which i have the recipe for.

It seems that this was previously available at scholar in Trestlebridge, but it is not currently available. My guess is that it was removed, since the books that it is an ingredient to are cheaply available to Lore-masters at their trainers. I'm hoping a fix is upcoming and these journals will be reintroduced at that time...
