You must purchase this quest from the LotRO Web Store before you can complete it..
This quest can be purchased from The Lord of the Rings Online Web Store. In your previous quest you received a small number of Turbine Points. The amount of points earned is sufficient to purchase access to this quest.
To purchase the quest, click on the button on the lower left side of the Quest Dialogue window that says Unlock Quest. This will bring you to the web store interface. From there, you can choose to spend Turbine Points to gain access to the quest.
You can use the store for a multitude of purchases, including access to Regional Questing, consumable items, expansion packs, craft recipes, cosmetic items, mounts, and much more.
