The sceptre is indeed on top of the rocks. To get to it, go to 28.3s, 6.1w. Face west and look at the rocks. You will notice a slight outcropping. Just hop up on the rocks here, and keep heading west onto the rocks. You'll see the sceptre...took my short hobbit legs a bit to get up there ;)
