Tinnudir, an island west of the Emyn Uial, may have a lore-master who can help you reassemble the scroll.

Recover the treasure from the old trove
The old trove is hidden beneath a stone marker, north-east of Tinnudir in the ruins of Barad Rath.

Bring the restored scroll and the battle chronicles back to Culang |
Notes:To start this quest, you must kill various named Bandits and loot their Scroll- fragments from there corpses, and use it. Keep in mind, these fragments do not drop everytime, and you may need to kill these NPC's many times to get them. |
I picked the Secrets of Beasts book reward for this quest out of curiosity....
NOW what do I do with the darned thing? There's a definite lack of useful information on this particular item's purpose.

Hand the fragments to the ranger Culang at Gaerannon on the Isle of Tinnudir and he will send you to find a stone marker at Barad Rath, where you pick up the 'Battle Chronicles' then back to Culang to complete.
SPOILER: Faded Fragment drops off Bill Tipper, Tham Varan and Ansley Atwood, Barad Tharsir, Old Fragment drops off Andy Idden, Tham Andalath and Jabe Grimshaw, Barad Rath and Worn Fragment drops off Harry Hinchcliffe, Cirith Rhiw and Ogden Oakes, Barad Tharsir, be aware drops can take a while, killed Bill twise, Ansley about 12 times, and Harry must have been about 8. Hand the fragments to the ranger Culang at Gaerannon on the Isle of Tinnudir and he will send you to find a stone marker at Barad Rath, where you pick up the 'Battle Chronicles' then back to Culang to complete.
I cannot get the items to drop.
