I bought the recipe to make this chicken as soon as the guy would sell it to me *assuming* I would be able to turn in the result (31 honey roated chickens later). NO DICE. You have to get to level 35 to turn in the chicken, even though you can buy the recipe and make them as soon as you can craft Expert recipes. :( I would assume this is true for all the barter item recipes.
I was able to complete this before level 35, and wasn't required to buy the recipe - once you accept the Honey Roasted Chicken - Introduction quest you are given the recipe. You may need Acquaintance standing with Mathom Society before the quest is available.
