Ruby Shard
It's more of a Who as opposed to a Where question but here's what I know so far:
From what I can tell they drop of Named mobs Similar to Sapphire Shards. Not sure how to tell which named will drop what though. I assume that it is Level related. also "Quest Mobs" seem to have little to no chance of dropping the shards.
