Dropped from Creatures:
Got this from a Gramsfoot Guard in the Greenfields part of The Shire. I believe that any goblins within a certain level range can drop this, along with the Necklace of the Greenfields, as I have seen it drop from the lower level goblins in the western Lone-Lands (the necklace, that is).
