I got it from a brigand in the camp north of adso haybank's camp. It was a normal mob, no signature or elite.

I found these on the elite goblin guy that you find when doing Prunella's Umbrella (he's on the left side if you are looking at the umbrella). We killed him about 15 times and he only dropped it once, so I'm guessing it's a rare drop but the respawn is fairly quick ~3 mins so easy enough to do.
