From the lumber camp, follow the path and stay on the left forks and you will eventually meet him up in the road near the Blackwold Headquarters. You will fight him, but he will not die, he will run away. You, however, can be killed!

If he isn't out front of the headquarters it is because someone has already activated him and he ran off!
